After the terribly tragic events that took place in Boston, the country has pulled together to mourn our losses and move on. The new immigration bill is still in process of being reviewed and debated on Capitol Hill, but one thing that hasn’t really been discussed is the state of undocumented women, particularly victims of sexual abuse and rape. Regardless of where you stand on the issue of immigration, the truth is that the sooner rape victims receive help; the better they are at handling trauma. The Violence Against Women Act signed by President Obama earlier this year covers undocumented women who are victims of domestic violence. What does this mean for the new immigration bill?

A Pennsylvania House bill seeks to limit the amount of TANF assistance that low-income women receive based on the amount of children they give birth to while covered under the program.

 

Despite the fact that low-income women who give birth to children would logically need increased assistance to care for their larger family, Pennsylvania lawmakers - State Reps. RoseMarie Swanger (R), Tom Caltagirone (D), Mark Gillen (R), Keith Gillespie (R), Adam Harris (R), and Mike Tobash (R) - don't want their state's welfare program to provide additional benefits for that newborn. If a woman gives birth to a child who was conceived from rape, she may seek an exception to this rule so that her welfare benefits aren't slashed, but only if she can provide proof that she reported her sexual assault and her abuser's identity to the  police.

Rep. Gwen Moore, D-Wisc., who joined Pelosi in introducing the [Violence Against Women] legislation, said, “Violence against women is as American as apple pie.”

 

“Domestic violence has been a thread throughout my personal life — up to and including being a child repeatedly sexually assaulted, up to and including being an adult who’s been raped.”

 

“This law has helped ensure that more victims report domestic violence to the police, that the rate of non-fatal intimate partner violence against women has been decreased by 53 percent, in that period of time,” she said. “Rape crisis centers have been able to keep their doors open [and] law enforcement and victims’ services providers are working together to better meet the needs of victims.”

 

“Unfortunately violence is not limited to just Democrats or just Republicans or just blacks or just whites,” Moore, the Democratic Co-Chair of the Congressional Women’s Caucus, said. “It’s not limited to heterosexual relationships, but there are relationships of all kinds that are exposed to domestic violence.”
