WASHINGTON -- North Carolina House Republicans are pushing legislation that would restrict abortion access, attaching the measure to an unrelated motorcycle safety bill on Wednesday and giving neither the public nor Democratic legislators any advance notice.

 

On Wednesday morning, state Rep. Joe Sam Queen (D) wrote on Twitter, "New abortion bill being heard in the committee I am on. The public didn't know. I didn't even know."

 

"I wish I had more time to look at this new bill before I had to ask questions about it or debate it," he added.

 

The bill then passed the state House Judiciary Committee in a 10-5 party-line vote.

 

The stealth maneuver came after North Carolina Gov. Pat McCrory (R) threatened to veto a similar Senate bill on Wednesday morning. The Senate legislation would require abortion providers to meet strict licensing standards and would mandate that a doctor is present for the entire procedure.

Late last month, a New Mexico state representative introduced a bill that would further punish women who are raped, as if sexual violence isn’t enough of a violation. The original bill was based on the notion that having an abortion following a rape equated “tampering with evidence” and would have made abortion in case of rape a felony offense. The absurdity of the bill eventually led to it being withdrawn, but that the idea of forcing raped women into pregnancy and motherhood was proposed at all—and in a state where one in four women reports having been raped—is odious to say the least.

 

While this bill was particularly offensive, every day of every week several state legislatures are hard at work creating more and more restrictions to punish both women in need of abortion and the medical professionals providing safe abortion care.

2011 saw a record number of laws restricting abortion in U.S. states. It also saw a record number of state anti-immigrant laws. Coincidence?

 

Maybe not.

 

In 2011, U.S. states enacted 135 new reproductive health provisions, 92 of them seeking to restrict abortion.

 

In 2000, 13 states were considered “hostile” to reproductive rights; by 2011, that number had doubled to 26 states, according to the Guttmacher Institute. Last year, more than half of women of reproductive age (15-44) were living in states that were hostile to abortion, up from less than one-third in 2000.

 

But 2011 was also a record year for anti-immigrant legislation. Five states (Alabama, Georgia, Indiana, South Carolina, and Utah) passed anti-immigrant bills modeled after Arizona’s 2010 law, SB 1070. An analysis by Mother Jones found that 164 anti-immigration laws were passed by state legislatures in 2010 and 2011.
